Why do we charge for online billing when it helps cut down CWD costs for paper bills?

Chelmsford Water District strives to make bill paying as convenient as possible for each of our customers.  Every customer has individualized preferences and we strive to have convenient, easy options for all of our customers.  As a municipality, we strive to keep our costs associated with our services as low as possible.
 
There are several convenient ways to pay your bill. Pick the one that is right for you!
 
  1. U.S. Postal Delivery
  2. In Person at 20 Watershed Lane – Office Hours 8:00 a.m. to 4:00 p.m.
  3. After Hours - Drop Box located at front door 20 Watershed Lane, Chelmsford, MA
  4. Electronic Payment – https://epay.cityhallsystems.com – municipality = Chelmsford Water District
    1. Convenience Fee for Electronic Payment:
    2. ACH fee $.50 per bill cart
    3. MasterCard®, Discover®, and American Express® fee 2.95% ($1.00 min.)

 There is no sign-up costs or subscription fees for using City Hall Systems to simply view your bills online.
